Bolt a 5-hole wheel to a 3-hole pattern hub.

The bolts inside fasten the adapter to the 3-bolt pattern hub. Once the top 'cap' is in place those, the bolts won't be exposed. The 5-bolt pattern steering wheel bolts between the adapter and the 'cap'. Those fasteners will be exposed.

This captures the steering wheel between the 2 halves. This unit has no horn button.
